'SPRASH' Combines Technology with Service Delivery: Governor
The Hon'ble Governor Shri Rajendra Vishwanath Arlekar said that 'SPARSH' (System for Pension Administration- RAKSHA) outreach program of the Ministry of Defence, Government of India effectively combines technology with service delivery. He was inaugurating the Outreach programme of the Controller General of Defence Accounts, here, today.
The Governor said that defence pensioners have given the best part of their lives in service of our motherland and the pensioner's requirements / grievances should be resolved expeditiously. 'SPARSH' really empowers the pensioners as it provides easy access to them and ensures timely resolution of grievances. Kerala has a network of 12 SPARSH Service Centres spread over the districts.
The Defence Accounts Department has introduced a web based portal for sanction and disbursement of defence pension called - SPARSH (System for Pension Administration- RAKSHA). Defence pensioners and defence family pensioners constitute almost 65% of the Central Government's Pension Budget. 57% of the total 56 lakh pensioners/family pensioners of the Central Government are defence pensioners and defence family pensioners. This translates to around 32 lakh defence pensioners and family pensioners.
The Governor, recalling his earlier experience of digitizing Goa Assembly Secretariat, said that use of technology not only reduces the average of lead time in servicing but also proves to be eco-friendly in the long run apart from reducing the costs significantly. 'SPARSH' provides services at the doorsteps of pensioners.
Earlier, the Governor handed over the cheques to family members of defence personnel whose pension cases have been resolved by the 'SPARSH' efforts.
The SPARSH Outreach programme in the State capital was attended by the Controller General of Defence Accounts, New Delhi, Shri Raj Kumar Arora, Controller General of Defence Accounts, Chennai Shri T. Jayaseelan.

കേന്ദ്ര പ്രതിരോധ മന്ത്രാലയത്തിന്റെ 'സ്പർശ്' (System for Pension Administration- RAKSHA) ഔട്ട്റീച്ച് പ്രോഗ്രാം, സാങ്കേതികവിദ്യയെയും സേവന ക്ഷമതയുടെയും ഫലപ്രദമായ സമന്വയമാണെന്ന് ബഹുമാനപ്പെട്ട ഗവർണ്ണർ ശ്രീ. രാജേന്ദ്ര വിശ്വനാഥ് ആർലേക്കർ പറഞ്ഞു. പാങ്ങോട് സൈനിക ആസ്ഥാനത്ത് ഇന്ന് കൺട്രോളർ ജനറൽ ഓഫ് ഡിഫൻസ് അക്കൗണ്ട്സിന്റെ (Controller General of Defence Accounts) ഔട്ട്റീച്ച് പരിപാടി ഉദ്ഘാടനം ചെയ്ത് സംസാരിക്കുകയായിരുന്നു അദ്ദേഹം.
തങ്ങളുടെ ജീവിതത്തിലെ മെച്ചപ്പെട്ട ഭാഗം മാതൃരാജ്യത്തിന് വേണ്ടി സംഭാവന ചെയ്തവരാണ് പ്രതിരോധ പെൻഷൻകാർ എന്നും, അവരുടെ ആവശ്യകതകളും പരാതികളും ധൃതഗതിയിൽ പരിഹരിക്കപ്പെടണമെന്നും ഗവർണ്ണർ ഓര്മ്മിപ്പിച്ചു. 'സ്പർശ്' ലേക്കുള്ള പ്രവേശനം വളരെ സുഗമമായതിനാൽ പെന്ഷന്കാരുടെ പരാതികൾ സമയബന്ധിതമായി പരിഹരിക്കുന്നതിന് സാധിക്കുന്നു. ഇത് അവരെ കൂടുതൽ ശാക്തീകരിക്കുന്നു. കേരളത്തിൽ വിവിധ ജില്ലകളിലായി വ്യാപിച്ചു കിടക്കുന്ന സ്പർശ് സേവന കേന്ദ്രങ്ങളുടെ ഒരു ശൃംഖലയുണ്ട്.
പ്രതിരോധ അക്കൗണ്ട്സ് ഡിപ്പാർട്ട്മെന്റ് ആണ് വെബ് അധിഷ്ഠിത പോർട്ടലായ - 'സ്പർശ്' (System for Pension Administration- RAKSHA) അവതരിപ്പിച്ചിരിക്കുന്നത്. കേന്ദ്ര ഗവൺമെന്റിന്റെ പെൻഷൻ ബഡ്ജറ്റിന്റെ ഏകദേശം 65% പ്രതിരോധ പെൻഷൻകാരും പ്രതിരോധ കുടുംബ പെൻഷൻകാരും ചേർന്നതാണ്. കേന്ദ്ര ഗവൺമെന്റിന്റെ ആകെ 56 ലക്ഷം പെൻഷൻകാർ/കുടുംബ പെൻഷൻകാരിൽ 57% പ്രതിരോധ പെൻഷൻകാരും, പ്രതിരോധ കുടുംബ പെൻഷൻകാരും ആണ്. ഏകദേശം 32 ലക്ഷം പ്രതിരോധ പെൻഷൻകാര്ക്കും, കുടുംബ പെൻഷൻകാര്ക്കുമാണ് 'സ്പർശ്' സേവനം ലഭിക്കുന്നത്.
ഗോവ നിയമസഭാ സെക്രട്ടേറിയറ്റ് ഡിജിറ്റലൈസ് ചെയ്ത തന്റെ മുൻകാല അനുഭവം അനുസ്മരിച്ചുകൊണ്ട്, സാങ്കേതികവിദ്യയുടെ ഉപയോഗം സേവനം നൽകുന്നതിലെ ശരാശരി സമയദൈർഘ്യം കുറയ്ക്കുക ദീർഘകാലാടിസ്ഥാനത്തിൽ പരിസ്ഥിതി സൗഹൃദപരമാവുകയും അതുപോലെ ചെലവുകൾ ഗണ്യമായി കുറയ്ക്കുകയും ചെയ്യുന്നുവെന്ന് ഗവർണ്ണർ പറഞ്ഞു. ഇനി പെൻഷൻകാരുടെ വാതിൽക്കൽ സേവനങ്ങൾ എത്തിക്കാൻ 'സ്പർശ്' വഴി കഴിയും.
'സ്പർശ്' ഉപയോഗപ്പെടുത്തി പെൻഷൻ കേസുകൾ പരിഹരിക്കപ്പെട്ട പ്രതിരോധ ഉദ്യോഗസ്ഥരുടെ കുടുംബാംഗങ്ങൾക്കുള്ള ചെക്കുകൾ ചടങ്ങിൽ ഗവർണ്ണർ കൈമാറി.
